The Zhongshan Human Resources and Social Security Bureau issued
the Notice on Strengthening Flexible Talent Introduction on December 19,
shedding more light on the principles, subjects, methods, subsidy standards and
detailed rules for eight categories of talent to be
introduced.
Four categories of flexible talent introduction are
mentioned. The first category is consultation, which refers to experts who can
offer intellectual assistance for the employing units in the aspects of
strategic consultation, business development, technical guidance, and other
aspects through serving as consultants and honorary duties.
The
second category is project cooperation, which refers to experts and talented
persons that have projects or technologies to carry out intellectual cooperation
with employing units by means of joint research on core technologies,
transformation of scientific research achievements, and technology
shares.
The third category is part-time and rehiring, which
refers to experts coming to Zhongshan to work as part-timers or re-employed
after retirement. They are rehired to provide intellectual support for employing
units through technology promotion, technological transformation, personnel
training, lecturing, etc.
The fourth category is other flexible
introduction methods adopted by the Zhongshan Human Resources and Social
Security Bureau, such as short-term employment, talent secondment, technology
contracting, etc.
There are eight types of experts and talented
persons covered by flexible talent introduction, including Nobel Prize winners,
principal accomplishers of the State Natural Science Award, National Award for
Technological Invention and National Award for Science and Technology Progress,
and candidates of the national "Recruitment Program of Global Experts", the
national "Ten Thousand People Plan", the "Hundred-Talent Program" of Chinese
Academy of Sciences, the "Chang Jiang Scholars Program" and
etc.
It is worth noting that civil servants and the staff of
units regulated by Civil Service Law are not included in the scope of flexible
talent introduction.
