The Zhongshan Human Resources and Social Security Bureau
recently issued the implemention rules for the "Subsidy for Enterprises to
Recruit Talents." These rules clarify that, on the basis of the subsidy for the
shortage of qualified high-level talents at levels 1 to 8, the subsidy shall be
granted simultaneously to private enterprises.
According to the
requirements of the Rules, the qualified high-level talent that are urgently
needed may refer to the talent of levels 1 to 8 who have been previously
recognized and evaluated.
From January 31, 2019, private
enterprises may apply for the subsidy for enterprises to recruit qualified
high-level talent who are in short supply if they trained and introduced such
talent who have been recognized and assessed by the human resources and social
security department, have established labor relations according to law and paid
social insurance, and meet the requirements specified in the
Rules.
Relevant enterprises may apply to the Zhongshan Human
Resources and Social Security Bureau for subsidy for enterprises to recruit
talent each March, June, September, and December. The specific standard is; on
the basis of subsidy for high-level talent in shortage at levels 1 to 8, the
subsidy shall be given to the private enterprises simultaneously, and the
subsidy amount shall be equal to that of talent provided by the municipal
government in that year; the subsidy period shall be three
years.
"The rules came into effect on January 31 of this year.
This means that eligible enterprises can submit their information in December to
claim the subsidy for talent from February of this year to date," stated the
Zhongshan Human Resources and Social Security Bureau
representative.
It is worth noting that if an enterprise violates
the law, it will be ordered to rectify its error, and the government shall check
and reduce, withdraw or stop the allocation of subsidy funds within a specified
period of time. In addition, depending on the seriousness of the case, the
violation will be submitted to or handed over to the relevant authorities for
investigation of the administrative or legal responsibilities of the persons
responsible.
